redhat.repo file is keep auto-generating in ubi9-minimal image

Hi,

I am trying to build a ubi9-minimal image with custom ubi and rhel repositories (because https://cdn.redhat.com is not opened for our proxy). While I am removing everything from /etc/yum.repos.d directory during building and I add the custom configuration files, the redhat.repo file keeps auto-generating.

By searching around, I saw that this is a subscription manager issue, but I haven't enabled the subscription manager on my system.

Notes:
1. I have tried the same with ubi9 and the file is autogenerated without the default repository server, so I don't face this problem.
2. I have tries removing the file /etc/pki/product-default/479.pem and it seems that this stops generating the file content (even though the file itself is generated). I don't think this is the proper solution though.
