Zero byte rpms after reposync

I ran reposync on a RHEL 7 machine on the rhel-7-server-rpms repository. Afterwards, I find several files that are zero-bytes and they cause errors in the createrepo process.

Specifically:

Packages/d/device-mapper-event-libs-1.02.135-1.el7_3.4.x86_64.rpm
Packages/d/device-mapper-event-libs-1.02.135-1.el7_3.5.x86_64.rpm
Packages/d/device-mapper-event-libs-1.02.135-1.el7_3.5.i686.rpm

Would these files keep createrepo from finishing? If not, is there another reason that I don't end up with the proper metadata files in the directory?
