devtoolset-10 and python3.8

Hi,
I am setting up a build node in a docker container with RHEL7.6 ARM64. I need to update to devtoolset-10 and also need to install Python 3.8. I cannot seem to find any repo's with the packages. Do the packages exist ? and if so were can I find them ? Thanks.
