dnf update to 9.3 hangs

I did a dnf update on two RHEL9 machines.

The update hanged in the verify phase, when it was showing
Running scriptlet libgcc...

The actual hanging process was
systemctl reload-or-restart --marked

I had to kill this process to allow dnf to continue and complete.

I do not know which service it had problems with.
