Fencing Device for Two Node Cluster

I have two nodes Redhat High Availability Cluster.
I want to configure a fencing devices for these two nodes that will be ilo's of these two nodes.
My queries are as follows:
1. Do I need to make stonith configuration for both nodes iLO's or only one?
2. How stonith will really work e.g if one node has some issue than other node will initiate Stonith to this problematic node?
