Entitlement Consumption

Some i found out sometimes i just register a RHEL machine with the subscription it doesn't consume my entitlement in SCA Enabled

But when registering some RHEL Machine which has Satellite or Gitlab is does consume the Entitlement.

Can someone explain how does this entitlement work?
