VDC Licensing with Satellite

I have a problem and I am looking for your instructions. I have a data center with 22 ESXi managed by a vCenter, I have 22 VDC licenses, and I have a satellite server. The challenge is to distribute licenses to all Redhat VMs and at the same time attach half of the VMs (non-production environment) to the satellite. Is this possible? And how can it be done?
