Less Active memory in RHEL8

Currently we upgrade RHEL7.9 to RHEL8.4.
when I check memory info using:
cat /proc/meminfo

I find in RHEL7.9, we have many Active memory,
but in RHEL8.4, we have less Active memory, Active(anon), but too many Inactive(anon) memory, any idea about this issue?

In image, left part is RHEL7.9, right part is RHEL8.4
