useradd hangs on RHEL8.5

i tried to test this https://access.redhat.com/solutions/2176861
but not sure where the cache is to clear ?
also the login.defs file is already set to how they say.

i ran an strace but not sure how to read the stats ? Maybe someone can look at the tile ? i used this one

P.S. i have other RHEL8.5 servers with same setup of being joined to AD realm and useradd is fast.
