RHV without RHV-M

One of our client requires multiple VM installation on a single server but does not want to utilize overhead for RHV-M. is it possible to manage RHV without RHV-M or is it prerequisite regardless if there is a cluster to manage or not?

Is libvirt/qemu together with virt-manager or webconsole (cockpit) an alternative?

KVM virt on RHEL is my suggestion too, just be aware of the support/feature limitations:

Hi, this was also an option but our client will be deploying more than 4 VMs. Can RHEL + KVM support this deployment?

I remember that limitation too, however it's since been removed.
