OC tool and HTTP proxies

Does the OC toll support specifying HTTP proxies on both windows and Linux i.e. can you piggyback on the environment http_proxy setting (Linux/windows?) or specify a proxy for it to use? Our company enforce all egress to the internet/aws use a HTTP proxy.
