Red Hat8 High Availability installation from DVD-Media

I want to install pacemaker on a RHEL8 server on a private network that doesn't have an Internet connection.
However, there is no addons directory in the RHEL8 installation image.
This is in the RHEL7 installation image.

How should I install pacemaker?
