smp_utils x86_64 was removed from the distribution

Hello:

smp_utils x86_64 used to be in the distribution in RHEL 6.x, but is not in RHEL 7.x or RHEL 8.x.

Does anyone know why it was removed?

What is the process of requesting that it be added to a future RHEL distribution?
