Two SPICE Displays on RHEL 7.7 using RHV 4.2

Hello,
I am currently running several Red Hat Enterprise 7.7 Virtual Machines in Red Hat Virtualization 4.2.8.3. At the moment, our remote solution is running two VNC servers that both start Xorg (1.20.4). We are trying to move away from this and instead run two SPICE (QXL) displays using x0vncserver on one Xorg server. However, we are experiencing difficulty getting the second SPICE display to initialize. The issue we are seeing is when we run Remote Viewer, the second display (Display 2) is shaded, and Xorg reports no display existing on Virtual-1, even though we have configured two displays in RHV and Xorg.
