Turn an existing server headless but VNC should still be available

Hi,
I have an older laptop that I installed RHEL 7 on with an intention of turning it into a headless server. I have it for now connected via HDMI to a TV. Display works fine with lid closed as long as this laptop is connected to the TV. As long as the TV is on, I can ssh into this server as well as VNC into it. However, once the TV is off, so goes the connectivity.
How do I turn this current setup into a headless server and still have the ssh and VNC connections available when laptop lid is closed and TV is off?
