How to get extra, optional and supplementary rpms as a download for server that has no internet connection for repository for Rhel 7.7

Anyone has a way to get the below as a download without using subscription manager?

Red Hat Enterprise Linux 7 Server - Extras (RPMs)
Red Hat Enterprise Linux 7 Server - Optional (RPMs)
Red Hat Enterprise Linux 7 Server - Supplementary (RPMs)

Need to download via my laptop then move it to the server that is in a restricted location to do an upgrade from 6.10 to 7.7.

Then install Nagios and CheckMK.

IS/IT procedures blocks internet access for the server that i need to upgrade the OS then to install the applications above.

All have a dependency that ties like a loop before i can proceed.
