Create encrypted volume from encrypted image and boot VM from encrypted volume

Hi all,
I'm using redhat openstack Rocky version. When i tried to Create encrypted volume from encrypted image and boot VM from encrypted volume got the below error.

2019-10-23 12:11:58.086 27955 ERROR oslo_messaging.rpc.server ImageCopyFailure: Failed to copy image to volume: qemu-img: Could not open '/var/lib/cinder/conversion/tmpH67iZLrab-1@lvm': Parameter 'encrypt.key-secret' is required for cipher.

KVM rpms are:

[root@rab-1 csar]# rpm -qa | grep kvm
qemu-kvm-rhev-2.12.0-18.el7_6.1.x86_64
qemu-kvm-common-rhev-2.12.0-18.el7_6.1.x86_64
libvirt-daemon-kvm-4.5.0-10.el7_6.6.x86_64
