cloud bursting autoscaling vmware openstack

Good morning

For my studies project I work with the platform redhat ManageIQ to manage my two cloud (private VMware) and (public openstack)

The idea is to have the redirect workflow once it reaches a RAM usage that exceeds 80% in the first VM vmware to a replica that will run in openstack
A kind of scal in / out - cloud-bursting

I think I can not go any further with MIQ so I want to test cloud form
can cloud form meet my needs?
how useful it will be for my work
how can i buy a version
