Ansible Tower HA

Hello ,
I’m aware that from version 3.1 we can have HA with active/active topology. I have see scenarios like 3 tower cluster and one shared DB.
1. But is it possible to have 3 tower cluster and 3 DB postgresql cluster ? If so how can that be achieved.
2. Also, if I have just one share DB , won’t there be any latency if I have one tower in each region ?
