Policy profile events triggered when VM provisioned outside cloudforms?

I am attempting to set up a policy profile that will automatically tag VMs when they are created. Currently, VMs are not created from within Cloudforms, they are created directly in VMware vSphere (In the short/medium term, I can't change this). Cloudforms will discover this VM, but it does not appear to trigger the "VM create complete" event when it discovers the VM in vSphere.

What policy profile events, if any, will be triggered when a VM created outside cloudforms is discovered in a provider that is connected to cloudforms?

Process flow:
1. VMware vSphere is connected to Cloudforms as a Infrastructure provider
2. User creates new VM using vSphere interface (not via Cloudforms interface)
3. Cloudforms discovers newly created VM in vSphere
4. What Policy Profile events (if any) are triggered in Cloudforms by the discovery of this new VM?
