Shutdown or Delete LAB?

Hey guys,

I had a concern about the lab status. I mean I know we can either shutdown the lab or delete it entirely. But if I shutdown the lab and the time is blank, does that mean I'm not consuming lab hours?! I know it's kind of a dumb question, but Need to clear my head.

For instance, RH318 LAB takes a LOOOONG time to start up. Almost 20-25 minutes. So I want to avoid re-creating the LAB over and over again unless it's absolutely necessary. So right now I've shutdown my lab instead of deleting. (Attached a screenshot).

I would be glad if anyone answers my questions above :)
