Unable to add "luci admin" as non-root user using luci interface.

I'm stuck at this place where there is no option to define or add user as luci-admin by logging an as non-root (sudo) user in luci interface. So, i replicated a test env in which i logged in as root user and then added luci-admin, so compared this setup with another setup where login as root is restricted, but could not track, where luci-admin user added. This setup is on rhel 6.7 release. I assume there is no easy way out here to get this done..

any help or input regarding this is appreciated.

Any user able to authenticate on the system that is hosting luci can log in to luci. As of Red Hat Enterprise Linux 6.2 only the root user on the system that is running luci can access any of the luci components until an administrator (the root user or a user with administrator permission) sets permissions for that user. Also You can modify the way in which luci performs authentication by editing the /etc/pam.d/luci file on the system.

I've checked this already, no go..

I guess this is design bug where conga interface (luci web) doesn't allow anyone (even a sudo user with equal permissions as root) apart from root to access "admin" tab where we get to assign a user as "Luci Admin". When clicked on "admin" tab it throws out an error "User must be an administrator to access this area"... This is really stopping the power of a sudo user.. If a sudo user doesn't get to access "admin" tab in luci interface then "why do we have to define a user as sudo"? I'm sure this is a bug...
