Satellite 6.2 Beta - Unable to create Docker repository without upstream URL

With the latest Satellite release there appears to have been a subtle change to the way Docker repositories are created. When creating a repository in Satellite 6.2 beta you can not create a Docker repository without specifying an 'Upstream URL', which seems to restrict this capability.

What is the Red Hat suggested method for hosting your own internal Docker images (ie. without consuming images from upstream). It appears that now an additional product is required to host the Docker registry which Satellite 6.2 then consumes (is this correct?). Is this expected behaviour?
