RHEL 7 teaming starts with problems

I have dual-boot RHEL 7 / Windows Server 2008 R2 machine.
Everything works fine in Windows so this is likely RHEL 7 problem.

I'm using RHEL 7 / HP DL360p Gen8 + Solarflare SFN7122F
I've configured teaming using LACP
Now once RHEL 7 is started in most cases I just have no network.
Sometimes SOME VLAN's are working, some doesn't.

If i wait 10-20 minutes network can become available by itself. Also very often network become available after I execute "source specific multicast join group request". I don't know how this is connected, but this helps in 95% of cases.

System administrator said that "i'm blocked by cisco because LACP doesn't work right". He suggested me to add "sleep" somewhere between "network interfaces up" and "trunk is up". So probably RHEL 7 is just too fast, faster than cisco can be?

Also it's important to note that I face this problem only after I've disabled firewall. When firewall was ON everything was working fine.

Probably this is well-known problem and there is easy fix? Otherwise I probably can launch "tcpdump" then execute "source specific multicast join group request" to see what exactly forces network to become available, i.e. "what cures it".
