How can I prevent users from changing to other directories?

Updated -

In some environments, users are permitted to use a public server by either ssh or a local login. To restrict users from accessing other directories besides their home directory, access control may be implemented by using the rbash shell.

Rather than using the common bash shell, a restricted shell such as rbash will be useful in such an environment.
