Red Hat OpenJDK FIPS settings in Openshift 4

Red Hat OpenJDK UBI containers will inherit from the container from the Openshift Node, or the so-called host. In other words, UBI container just inherits the FIPS setting from the host and has its own openssl and related packages inside, provided openssl is in the image it should detect FIPS mode from the host(and apply on the container, so then JVM will detect it).
OCP 4 itself behaves...
