Ansible Certified Collections README Template

To create a consistent customer experience, collections developed by Ansible Partners should follow the Red Hat Partner Collection Certification README Requirements. Specifically, collection READMEs must include all information outlined in the Red Hat Partner Collection Certification README Template. Sections in the template may include links to external documentation sources as needed. The template has been tested for formatting on GitHub.
