Guidance for Operator authors on OpenShift about new annotations format

Over the past weeks, we have introduced support for a new metadata format operators use to declare specific infrastructure-related capabilities. Operators define this data in their bundle’s ClusterServiceVersion file in the metadata.annotations section, like so:
