Enabling NFV use cases for Red Hat OpenStack Platform 17.0

Context
RHOSP 17.0.1 release does not support NFV use cases (ovs-dpdk, sriov, ovs-hwoffload). Yet, the following procedure can be followed to deploy and test virtual machines requiring high network performances.
No support more than “Best Effort” shall be granted, as the instructions are meant for LAB deployment ONLY
