RHACM User Management for ODF Regional-DR and Metro-DR

Process to assign DRPolicy and then executing DR actions of Failover and Relocate as the app or developer user using Red Hat Advanced CLuster Management (RHACM).
NOTE: Versions supported: OCP 4.12, ODF 4.12 and ACM 2.7.
- Login as cluster-admin on the OCP cluster with ACM installed.
- Create app user.
$ htpasswd -c -B -b...Subscriber exclusive content
