It sounds like this request wants to grab all messages that fit the from user 1 to user 2 criteria and send them to /dev/null, then send whatever remains to user 3. The below script should do that, as procmail generally stops at the first matching criteria, so it should grab user 1 to user 2 emails and kill them, failing that it will forward all mail to user 3.
