Why does rgmanager fail with the error "The Application Is Still Running" when I try to relocate or stop a clustered service?

Several resources provided by Red Hat Cluster Suite allow for a Shutdown Wait to be specified. These resources include:
-Apache Server
-MySQL Server
-Open LDAP Server
-PostgreSQL 8 Server
-Tomcat 5 Server
When the Shutdown Wait is set too low, stopping or relocating the service can fail with an error similar to:
