Extrassyctlsettings from template in director not working as expected

How to set sysctl kernel parameters on controller nodes using ControllerExtraConfig params via director templates during the deployment and let puppet to handle it.

Unfortunately it's not working as expected.

cat extra-config.yaml

ControllerExtraConfig:
  NeighbourGcThreshold1: 4096
  ExtraSysctlSettings:
    net.ipv4.conf....
