OpenShift Container Grades for OpenShift on SystemZ

In a z-stream, the image grades for OpenShift on Z where we are not currently shipping OpenShift on Z show a degraded grade from the x86_64 images. This is due to the way Red Hat Image grades are calculated, tracked, and updated, and the way OpenShift on Z was introduced.
