Certification notes for the HPE SGI UV 300 on Red Hat Enterprise Linux 8.0

* uv_nmi.action=kdump: Ensure that the uv_nmi default action is kdump.
* console=ttyS0,115200: This is allow access to GRUB 2 over serial.
* earlyprintk=ttyS0,115200: This allows early kernel boot messages to display on the serial console.
* pci=hpiosize=0: Required to support PCI hotplug on systems.
* hpmemsize=0: Required to support PCI hotplug on systems with multiple Magma chassis.
* nobar: Disable assigning a resource to a device BAR if that BAR was not assigned by the BIOS.
* bau=0: Disable the UV BAU from an OS perspective.
* rcupdate.rcu_cpu_stall_suppress=1 : Suppresses RCU CPU stall warning messages.
* nmi_watchdog=0: Use NMI as a way to get backtraces of processes if the system appears hung.
* relax_domain_level=2: Perform load balancing across other cores in the same package.
* cgroup_disable=memory: Disable memory resource controller.
* crashkernel=450M : Reserve memory for later use by the kdump kernel.
