Why is the NMI watchdog not working properly in Red Hat Enterprise Linux 4.6?

The NMI watchdog functionality in the kernel panics the system if the kernel does not service interrupts for more than 30 seconds. This is enabled by default on the x86_64 platform and is useful for gathering a vmcore or panic traceback on a hung system.
