How do you set up the password restrictions for Non-root Users (Red Hat Enterprise Linux 4)?

The following is an example of restricting non-root users to set their passwords using the following restrictions:

Minimum of 16 characters

atleast 2 Uppercase characters

atleast 2 Lowercase characters

atleast 2 digits

atleast 2 special characters

Modify the following default line located within the /etc/pam.d/system-auth file:

/pas...
