Why is compressed printing not behaving as expected after migrating from Red Hat Enterprise Linux 4 to Red Hat Enterprise Linux 5?

The Red Hat Enterprise Linux 5 distribution was shipped with the paps filter which enables greater support for UTF-8 text encoding.
