Intel X722 Adapter using i40evf Driver : Virtual Interfaces fail to function when too few vCPUs are assigned to the VM.

Environment

• Red Hat Enterprise Linux 7 Update 3
• Intel X722 adapter using the i40evf driver

Issue

• When a VM has less than four vCPUs, only the 'virtio_net'(eth0) addresses will respond to network traffic and the 'i40evf' interfaces do not work.
