Why does network performance degrade when using Intel(R) Gigabit Ethernet Network Driver (igb) on Red Hat Enterprise Linux 4?

Problem

A side effect of a fix that went into Red Hat Enterprise Linux 4.8 was that the igb driver truncates some received packets when the MTU is set to 2100 or higher.  This affects Red Hat Linux Kernel versions 2.6.9-89 and later.
