Compacting the monitor database without restarting monitors

Over time the monitor database will grow as changes occur to the Crush map. This growth will continue indefinitely, and can lead to monitors breaching the 30 second monitor synchronization timeout. Compacting the database will improve monitor response time.

The monitor database can be compacted on startup by adding the following line under the [mon] section of /etc/ceph/ceph.conf
