Undercloud install fails on missing tripleo-undercloud-passwords.yaml

Issue

After a new RHEL 9.2 install, undercloud installations fails.
It gives this error message.

Stack not found: None. No data found in neither neutron or heat. Only the undercloud will be added to the inventory.
The /home/stack/tripleo-deploy/undercloud/tripleo-undercloud-passwords.yaml file is missing.  This will cause all service passwords to change and break the existing undercloud.
An error occurred during configuration validation, please check your host configuration and try again.
