How to create new subversion repositoly that is compatible with older version

svnadminfails with the following error message in Red Hat Enterprise Linux 7. The repository is created in Red Hat Enterprise Linux 8.$ svnadmin verify myrepo svnadmin: E125006: 'myrepo/db/format' contains invalid filesystem format option 'addressing logical'
