Red Hat Capsule server sync is failing with Unable to connect ([ProxyAPI::ProxyException]: ERF12-7885 [ProxyAPI::ProxyException]: Unable to fetch logs.

Issue

• While navigating through the WebUI Host -> All Hosts page or the Infrastructure -> Capsule page, the following error is seen:

  Failure: ERF50-5345 [Foreman::WrappedException]: Unable to connect ([ProxyAPI::ProxyException]: ERF12-7885 [ProxyAPI::ProxyException]: Unable to fetch logs ([ArgumentError]: cookie store unavailable: :hash) for Capsule https://capsule.example.com:9090/logs)
  

• Also, while trying to register the host to Red Hat Satellite or Capsule server the registration failed with the error:

  The registered system name is: client.example.com
  cookie store unavailable: :hash (HTTP error code 500: Internal Server Error)
  cookie store unavailable: :hash (HTTP error code 500: Internal Server Error)
