When upgrading OpenShift 4, the channel "stable-11" is not available

Issue

• We want to upgrade OpenShift from 4.10.24 to 4.11.z. I was able to select the channel stable-11, and start the upgrade, but OpenShift upgraded to 4.10.38 instead. Currently, we want to repeat the upgrade to 4.11.z, but the channel stable-11 is not in the available channels list.

• error: the update is not one of the possible targets: 4.10.x, 4.10.x, 4.10.x, . . .
