Issue
- The Cloud Credential Operator becomes degraded reporting
Detected required APIs that are disabled: [networksecurity.googleapis.com]
. - The detected API listed in the warning may differ, depending on which API is disabled.

Environment
- Red Hat OpenShift Container Platform (RHOCP) and Red Hat OpenShift Dedicated (OSD) prior to versions:
- 4.9.8
- 4.8.21
- 4.7.38
- 4.6.51
- Only clusters on the Google Cloud Platform (GCP). This does not affect other cloud providers or bare metal.
