Systems with docker-1.13.1-206.git7d71120.el7_9 fail to boot on startup

Issue

  • On Red Hat Enterprise Linux 7 systems running docker-1.13.1-206.git7d71120.el7_9 enabled on boot, systems will fail to come online and appear to be hung in the boot process or otherwise dropped to an emergency shell.
  • In addition, starting containers after boot may remove appear to remove all mounts on the host, making all applications unable to function:

    # docker start my-container
    
    # df
    df: cannot read table of mounted file systems: No such file or directory
    
    # ls /dev/
    null
    
    # mount
    mount: failed to read mtab: No such file or directory
