How to shelve / unshelve a VM from a failed Compute node to a new node

Issue

• A compute host needs to be replaced, but the deployment to scale out the new node failed on the bad node.

• Evacuation/migration is not possible because all other compute hosts are full.

• How to move a VM from a compute node (failed node) to a new compute node that is not added yet.
