Stonith config is not applied to pacemaker cluster

Issue

After created a fencing.yaml with the needed data and deployed the openstack cluster again. The deploy runned without a error and stonith-enabled is true:, however the stonith is not configured in the pacemaker service , no stonith device found in [pcs status].
