Overcloud configuration update fails due to role conflict issue during execution of "Check Keystone role status"

Issue

• Modified overcloud template for config change after 13 to 16.1 FFU and run openstack overcloud deploy --templates <all the rest of the templates>. it fails with following error Duplicate entry found with name member.
